In my case, the updates in step 12 were NOT optional, and only when the very last one (December) was installed did Windows update function. Once this has been done, download the standalone installer from Microsoft. Happy New Year! Source
Since a new install is less likely to have any of those problems, but definitely has problems with updating, these steps assume a new install without those other issues being present For some reason, whenever I tried to install an update, errors were created in the registry, etc. Thank you, thank you! it never solves any problem. http://plugable.com/2016/06/08/windows-7-wont-update-what-to-do/

John January 3, 2017 Reply Thank you, this fixed my problem, tried a few other suggestions on the web without any luck. It did still use a bit of CPU but it wasn't the wuauserv.exe process...it was (I think) TrustedInstaller.exe and makecab.exe so at least it appeared something was happening. In that case, the verification tool didn't help much as it reported everything was ok, but the updates were still failing. It is an application NOT a patch. If you can't connect to iTunes, you can make room for the update by removing content on your device that you don't use. Look for the service named "Office Source Engine".
