Make sure the list is sorted by Name and scroll down to '.jpg'. I cannot set.png file association to open with PSCC 2015 but it will open with Bridge.

For example QuickTime is the default player for viewing movies, but you may preferMPlayerX or VLC. I am not too technical so it may be user error but normally this is quite simple.
